HOUSING CORPORATIONS

Research has shown that the housing corporations in the Netherlands have to deal annually with 11,000 cases of fraud - and this is just the tip of the iceberg. The actual number of incidents involving housing fraud is estimated to be 10 to 20 times higher than this (Source: VROM, Ministry of Housing, Spatial planning and the Environment). Housing corporations do wish to tackle fraud but do not have the instruments necessary to signal housing fraud or to anchor an approach to the problem throughout the organization.

Quality of life & safety

As well as the financial damage caused by housing fraud it also affects the quality of life and safety in the neighbourhood - themes that are high on the agendas of municipalities and housing corporations. Housing fraud is also a moral question: it is not permissible. Those committing housing fraud are breaking the law and the rules for the allocation of local housing and that is simply not acceptable.

Chance of being caught is low

Research shows that a great deal of housing fraud goes undetected. This is because there is often no policy for a proactive approach to housing fraud. For instance, many corporations (98%) are dependent on tips from the neighbourhood or from the police for the detection of housing fraud.
